Degree of constitutional compliance of smoke bans absent from a reason

The Magna Carta in 1215 addresses the Lords with salutation to be unaccepting instructions originating from the electorate from having no reciprocal meaning. What applies for the Lords can apply to the general public in reciprocation regardless of which of them smoke or do not smoke which is not reciprocated in its righteous effect.
